George E. (Curly)
Frick
July 4, 1920 -
March 28, 2012

On Wednesday this week, Durham lost one
of its longtime beloved citizens, George E.
(Curly) Frick, 91, of Edgewood
Road. Curly passed away at
Exeter Hospital with his family by his side.
In recent years, Curly served on the Town of
Durham's Trustees of the Trust Funds and
Cemetery Committee. During the
restoration of the historic Town-owned Smith
Chapel located on Mill Road,
Curly generously donated his home and
time to restore all of the chairs within the
chapel. He is pictured above
standing next to one of the pieces of
furniture he skillfully and
lovingly restored.
Frick taught resource economics in the
College of Life Sciences and Agriculture at
UNH from 1957 to 1992 while also serving as
an economist with the U.S. Department of
Agriculture. He was also
instrumental in launching the
university’s Institute of Natural and
Environmental Resources (INER), a
multi-disciplinary program in wildlife,
forestry, soils, hydrology and resource
economics.
The Durham
resident was 28 years old when he first came
to UNH in 1948 on a joint appointment with
the university and the Department of
Agriculture. He worked with his first
graduate student in 1954.
During his
lengthy career, Frick worked to preserve and
renew natural resources for industry,
agriculture and recreational use while
inspiring and mentoring students.

LOCK DOWN EXERCISE AT OYSTER RIVER
MIDDLE AND HIGH
SCHOOL In this
day and age, it is a necessary reality that
Durham’s Police and Fire personnel must
coordinate emergency planning around the
topic of tragic shootings that often occur in
public spaces. In the aftermath of
these events, critiques have identified a
number of facts that have emerged that
provide guidance for law enforcement and
school administrators. A primary fact
is that the actions of school faculty during
a dangerous incident are of critical
importance in providing safety to our
children while awaiting the arrival of law
enforcement officers.
Working
collaboratively, plans are in place at both
the Oyster River middle and high schools to
provide immediate shelter/protection to any
and all students within the
buildings. On Tuesday, a lock-down
exercise was performed during school hours
allowing school officials, police, and fire
to critique their existing plans, make
adjustments to those plans, and create an
atmosphere of familiarity. Knowing what to do
and that the efforts are second nature in a
worst-case scenario is a critical component
of success.

RIOTIOUS,
DRUNKEN BEHAVIOR AND FIRE ON YOUNG DRIVE LATE
LAST FRIDAY EVENING; 600-800 YOUNG PEOPLE
PRESENT
At approximately 11:45PM last Friday
evening, residents from Bayview Road called
in a fire on Young Drive and excessive noise
issues. Durham Police and Fire
responded and encountered 600-800 young
people who had taken to the street to create
a large bonfire in the middle of the
roadway.
A couch and other materials had been
set ablaze. Six Durham officers on duty
were present for 45 minutes clearing people
from the area as were two fire trucks to put
out the conflagration. Durham Public
Works was called in to clear the
debris. Several individuals were
arrested by Durham Police. Our
understanding is that one individual suffered
burns after this individual jumped through
the fire. In all, twenty eight
arrests were made by Durham police over the
course of the
weekend.
The owner of properties along Young
Drive has been working to hold responsible
individuals accountable. In addition,
UNH has been investigating the incident with
a goal of holding any students who
participated accountable. To view

individual who purports to be one of the
participants. It reads:
"Last night we had a party on Young
Dr. and there were two other parties on
the same street
right next door and across the street. It
seemed that all the houses started turning
away people at around the same time so people
were just staying out in the street and
Hundreds of people were just outside for
about a half an hour… more and more
people showed up and i went inside to get
another drink.. I come back out 10 minutes
later and another few hundred people are
outside and someone was blasting the Kid Cudi
remix from Project-X from their car. All of a
sudden a giant fire errupted from the middle
of the mass of people and everyone started
screaming and yelling and throwing XXXX and
it was NUTS. So many XXXXXXX people and it
was a good time. The cops came a half hour
later with the fire department and they put
it out and no one got arrested, so pretty
solid night haha. I will post some videos and

Durham residents who live outside the
downtown core may not realize that on
pleasant evenings during the academic year on
Thursday, Friday, and Saturdays, Durham
Police and Fire deal with challenging
instances such as this on a routine
basis.

LETTER RECEIVED FROM NH JUSTICE
DEPARTMENT REGARDING DURHAM/UNH WATER SYSTEM
REQUESTING RECESSION OF “401
CERTIFICATE” As
noted in the past, the Durham/UNH Water
System remains concerned about the
continuation of a §401 Certification that was
of questionable authoritywhen it was issued
in 2001, and that has been the subject of a
significant debate in Durham about the System
being unfairly subject to §401 requirements
on top of the efforts being required under
the State’s ongoing Instream Flow Pilot
Program for the Lamprey River. The Town has
received a response dated March 19, 2012,
from Senior Assistant Attorney General for
Environmental Protection Allen Brooks of the
NH Justice Department concerning this matter.

PLANNING
BOARD
The Planning Board will be meeting at
Town Hall on Wednesday, April 4, 2012 at 7 PM
and will be discussing the latest draft of
the draft zoning amendments resulting from
the Commercial Core Strategic Plan. The
Planning Board will be holding a public
hearing on the draft amendments in the near
future. In addition, the Board will be
discussing the draft Commercial Core chapter
for the update to the Master
Plan.

MASTER PLAN ADVISORY COMMITTEE
(MPAC)
The MPAC will be meeting at Town Hall
on Tuesday, April 3, 2012 at 7:30 AM to
continue their discussions on the vision
statement for the Master Plan updates. This
draft being discussed is the third draft and
the MPAC will hopefully be sending it along
to the Planning Board members for
their approval of the
statement.

WATER RESOURCES
SUBCOMMITTEE
The Water Resources Sub-Committee will
be meeting at Town Hall on Friday, April 6,
2012 at 3 PM to discuss draft amendments to
the Aquifer Protection Overlay
District. The Committee, with financial
assistance from the Conservation Commission,
worked with a consultant on further refining
the draft amendments. Once the Water
Resources Sub-Committee is satisfied with the
document they will send it to the Planning
Board for discussion.

EARTH HOUR 2012 - SATURDAY, MARCH 31ST,
8:30 PM
Earth Hour is an annual international
event to raise awareness of the need to take
action on global warming. The World Wildlife
Fund is asking people to turn their lights
out for one hour on Saturday March 31st,
8:30-9:30pm.
Earth Hour began in 2007 with the World
Wildlife Fund in Australia and has gained
support throughout the world. Participants
range from individuals to businesses to
governments - all showing their support and
commitment to find solutions for global
warming. In 2011, Earth Hour saw hundreds of
millions of people across 135 countries
switch off for an hour. But it also marked
the start of something new – going
Beyond the Hour to commit to lasting action
on climate change. Join the largest
environmental event in
history.

ORHS POWER OF
ONE PROJECT - BIKE
DRIVE
As his Power of One project, Oyster
River High School ninth grade student Will
Pollard is organizing a bike drive on
Saturday, April 7, 2012 from 10:00 AM to 2:00
PM at the Community Church of Durham. This
event will be supporting the charity Bikes
Not Bombs http://bikesnotbombs.org/ who
collect the bikes and send them to countries
of need in Africa. The bikes give
children an opportunity to go to school
if it is too far of a walk. Giving
anyone the chance for an education can
change their lives. Donations of any size or
aged bike will be accepted. All
donations are tax deductable, and there is a
$10 recommended donation per bike to help
cover shipping costs.

Coyote Club’s new
session will begin on Monday April
2nd from 3:45 – 5:15pm at Wagon Hill
Farm. Cost is $75/6 wks. for grades 1 –
5. Coyote Club is a nature-based wildlife
education program dedicated to bringing the
best in naturalist studies, survival skills,
environmental education and
fun.
Learn to Run beginning
Thursdays April 5th from 9:30-10:30AM at the
Durham Town Hall Lot. Cost is $40/8wks. Learn
to run with Instructor Sheila Harding. This
class begins with walking for exercise and
will build your stamina to prepare you to run
a 3 mile race. Also a great way to kick
off a weight loss program and
socialize!
Learn to Meditate In just a
few weeks, you can experience the benefits of
meditation in your life—inner peace,
health, and spiritual awakening. Classes
start April 5th, Thursdays 7-7:30pm at Durham
Recreation Bldg. Cost is $25/5wks.
New Beginners Tai Chi for Seniors
– Moving for Better Balance
– Recommended by Geriatric Society and
promoted by the Center for Disease Control
this Tai Chi program is aimed to improve
flexibility, balance and strength. It is
highly recommended that participants take
this class twice a week so they may feel the
benefits and develop a daily routine. Classes
begin April 10th, Tues and Thurs from 11:30am
- 12:30 at the Durham Recreation Building.
The cost is $100 for 8 weeks of classes
meeting twice a week, which works out to be
$6.25 per class. For those who may only
attend once a week the cost is $50/8
wks.

shop on Main Street, the travel agency and
the film processors all incidate the 1985
business trends in Durham. With a number of
huge shopping malls less than ten miles away.

adjust their products and services mainly to
what the student population will buy."
