The charge of the Historic District Commission is aesthetic, regarding the building and the site. The HDC has jurisdiction over the general site design including parking and driveways. It has purview over a drive through only regarding the driveway. I think there is concern about having a driveway in front of the building, especially when there is very little greenspace between the sidewalk and the building, with the potential for the driveway in front becoming a dominant feature. Whether or not to allow a drive through window will be up to the Zoning Board of Adjustment, as drive through windows are permitted only for banks. The application has not been submitted yet to the ZBA. Later, if/once the HDC’s review is well underway, the application will be presented to the Planning Board for site plan review. For example, the Durham Historic District Commission believes it is in our best interest not to allow a drug store to have a drive thru window. Could you please explain to me how this possibly makes any sense? Could you also explain to me why the Durham Historic District Commission would have any right to prevent a drug store (or any other convenience store) from having a drive thru. If there are residents in Durham that don’t want a drive thru, they could simply go to another drug store. I for one appreciate the convenience of a drive through and don’t appreciate your willingness to prevent stores from offering great service.
