Note that on the original April 3, 2014 approval for the colors (see the link here), 2 buildings show windows that are not white. Building C is shown with bronze windows and 25 Main Street is shown with cashmere windows. It seems to make sense that all of the windows are white to better tie the project together. If the HDC approves a change here then all of the window sashes would be white. The agenda and the draft minutes from May 7, 2015 are attached. Recall that the June HDC meeting was cancelled as there was no pressing business. Regarding the agenda items: ------------------------------------------- V. Certificate of Appreciation. Discussion of proposed certificate of appreciation for owners of historic properties The HDC could start a program of recognizing property owners who have done outstanding work on their historic properties. - This could include work done on approved projects in the historic district – such as work by Peter Murphy in renovating the Grange (and for the rear addition?) - This could include work done in preserving important properties, including building interiors or work that was not part of an HDC review – such as the work by Doug and Susan MacLennan in restoring the General Sullivan House - This could include work outside the historic district if appropriate. It could be an annual award, there could be various categories of awards, it could be given whenever the HDC thinks worthwhile. Depending on budget constraints we could provide a paper certificate or possibly a plaque. The HDC would invite the winners to a meeting to present the award. ---------------------------------------- VI. Activity Exempt from Review. Establishment of a policy for general maintenance and repair Regarding buildings, the HDC has purview over the following: Modifications to the exterior architectural appearance of the property including erection of new structures, additions to existing structures, alterations to existing structures, demolition of existing structures or portions of existing structures, or relocation of any structure into, out of, or within the HOD The following is exempt from review: General maintenance and repair which does not involve any change in materials or the outward appearance of the structure or site. It would be helpful to set a policy for the latter. My practice has been to inform a property owner that their work is exempt if it obviously complies with this provision. Where there is any question, I consult with the HDC chair. I will send some separate emails about two recent projects – work by Doug Worthen on 14 Newmarket Road and work by Anita Pilar at 26 Newmarket Road - that came to our attention that were determined to be exempt from review under this provision. ------------------------------------------------------- VII. OTHER BUSINESS: * Orion Project. Paint color for Building C The Orion project was approved by the HDC on April 3, 2014. One item was outstanding. The proposed chestnut brown color for Building C was to be reviewed again later. The applicant was to paint the color on site when ready and the HDC members would return to look at it. A patch of the brown is now painted at the left front corner of 35 Main Street (the building to the far right of the site). Here is the site plan of the project. There are 6 buildings as shown, identified as A, B, C, and D. The existing building to the left of Building C is 25 Main Street. We thought this better than having the entire HDC visit the site as it is now under construction. If the entire HDC visited, it would be a meeting open to the public, potentially raising liability concerns with the active site. After looking at the color on site, all four of us thought that the chestnut brown does work well with the other colors. However, the four of us thought that changing the trim on Building C to Khaki Brown (from white) to match the trim on Building D would look good. I will bring hardiboard samples of the Chestnut Brown, Boothbay Blue (the body of Building D), and Khaki Brown (trim for Building D). Nobody from Orion will be attending the HDC meeting. > I recommend approval of the Chestnut Brown for Building C and changing the trim for Building C to Khaki Brown. ----------------------------------------------------- * 10 Newmarket Road. The HDC set a deadline for submission of the application for the July 2 meeting but the application was not submitted. I will send a separate email with more information about this. The HDC has granted a few extensions to Chrisanne Borner, the property owner, to submit an application for the porch. She says that she does not have this ready yet but can for the August meeting. I spoke with Andrea about this. > I recommend the HDC grant one more extension to the September 3 HDC meeting (for two months). If the property owner does not submit a substantive application (including the application form and precise, professionally rendered drawings showing proposed work) by the deadline for this meeting – Monday, August 24 – then I will formally request that Tom Johnson, Code Enforcement Official, commence enforcement procedures. ---------------------------------------------- * 2016 HDC Budget. The 2015 HDC budget is $1,500. This includes having a booth at Durham Day, education, event planning, and miscellaneous expenses. Andrea attended a meeting of the Mills Fall Scenic Byway project. There was discussion recently about possibly having a sign recognizing that Durham is part of this project.
