These comments are based on the posted draft from April 12. 1-The definition of Freestanding Solar Energy System uses an "and" which implies both a) and b) are required. Should this be an "or"? Will all Freestanding systems require a car port and tracking system? 2-Consider that many types of equipment and tools are designed to use electrical hookup. An irrigation system that may not be located inside a building could use a small solar array to charge a battery system that powers the pumps instead of utilizing the greater electrical grid. The UNH farm in Barrington uses solar to power the weather station in the center of the field. We need to be thinking about how commerce and agriculture will work in the future, not how it was done in the last century. Paul Rasmussen
