Or, the first floor of a three-story building is commercial is also acceptable. To grant a variance for the four-story, first floor commercial, in my opinion, would make downtown Durham even more top-heavy with UNH student inhabitants than it already is. I think that, by granting this variance, all five criteria taken into consideration would be ignored; surrounding property values would decrease because of such close proximity to four-story buildings. Granting this variance would be in opposition to public interest. The townspeople of Durham need a center that includes their needs first, because UNH needs have crept in and have been satisfied at light speed, compared to those of the townspeople.
