About the Town Council

The Town of Durham operates under the Town Council form of government, according to the Town Charter (see Article 3) adopted at the 1987 Town Meeting. Registered voters vote the Council in for a term of three years, and each year three seats are open for re-election.

The Town Council approves all ordinances, resolutions, policies, and the yearly budget. The Town Council also appoints people to the various Boards and Committees. The Town Administrator, hired by the Council, is responsible for the day-to-day operations of the town and reports directly to the Council. Click here for more information about the Administrator.

Meeting details 

The Town Council meets the first and third Monday night of each month unless otherwise specified in advance. All meetings are open to the public and are held at the Durham Town Hall, 15 Newmarket Road, in the Town Council Chambers, unless otherwise announced. The meetings start at 7:00 p.m. and are broadcast live on DCAT (Channel 22) and on DCAT on Demand. Agendas and minutes are posted on the Town website. In addition, the Administrator's Friday Updates provides links to the packet of information provided to the Council in preparation for each meeting.

Members of the public, whether Durham residents or not, are welcome to address the Council during the Public Comments period. Guests may speak on any topic. They are, however, asked to limit their comments to no more than 5 minutes and to observe appropriate public meeting decorum.

Periodically the Council holds Public Hearings on specific issues. These hearings are often scheduled later in the evening. If you wish to speak at a Public Hearing but cannot stay late enough to do so at the scheduled time (for example, if you are providing child care or cannot drive late at night), you may address the issue during the Public Comment period.

 

Minutes of Town Council Meetings

By State statute (RSA Chapter 91-A), minutes of public meetings require only that "names of members, persons appearing before the public bodies, and a brief description of the subject matter discussed and final decisions" be documented. The Town of Durham benefits from significantly more detailed minutes for meetings of the Town Council, Planning Board, Zoning Board of Administration, and other volunteer boards and committees. As a result, the online posting of these detailed documents in approved form may appear to be delayed. Note that draft minutes are available earlier on request from the Town Administrator's office.
