DURHAM
CONSIDERS ACQUISITION OF FORMER PEOPLE'S BANK
SITE FOR USE AS FUTURE TOWN
OFFICE

The former Durham branch of People’s
United Bank, located at 8 Newmarket Road, was
put up for sale with a listing price of
$769,000.

Town has conducted due diligence with regard
to the site as a future Town Office location
and has concluded that the 8 Newmarket Road
location with renovations and an addition
would indeed meet the space needs and
functional requirements for the Town Office
that were outlined in a Space Needs
Assessment prepared by Sumner Davis
Architects, Inc. in July 2006.
 
The bank site is a handsome Federal-style
building in the midst of Durham's historic
district, is in excellent condition, and is
equipped with two safes that would ideally
meet the Town's needs in preserving
historical records.

    of short-term and long-term temperature

    filing and workspace.
  • "font-size: 15px;"> "font-family: arial,helvetica,sans-serif;">Inadequate
    meeting space.

    of security for staff and very inefficient
    mechanical and HVAC
    systems.

    stair widths, riser and tread dimensions,
    and myriad other building and life safety
    code violations.

order to secure the bank site to ensure the
Town Council had the option of moving forward
with a purchase of the property,

offers for the parcel and are interested in
the parcel.
 
At this time, the Town and the People’s
United Bank have signed a Letter of Intent to
Purchase the bank for $745,000.  The
Town has the parcel assessed for
$867,300.

existing Town Office site is sold at 15
Newmarket Road, the undesignated fund balance
would be replenished as a result of the
sale.

owner of the Irving Station next door to the
Town Office is interested in purchasing the

redeveloped as a pharmacy.

location.  At one time it was located in
a structure just across the Oyster River
bridge on the Newmarket side of the river.
 Later, the Town Offices were located in
the historic Old Town Hall at the corner of
Dover Road and Newmarket Road.  The Town
Offices were then moved to their present
location. Fire was historically the
precipitating occurence triggering the need
to move.

overt goal of this transaction would be to
recoup both the acquisition cost of the bank
($745,000) and the estimated cost of
renovations/additions needed to fully outfit
the former bank as the Town Office (est. at
$1,162,905) totaling $1,907,905 through the
sale of the existing 15 Newmarket Road Town
Office site.  The residual amount,
approximately $707,905 ($1,907,905 -
$1,200,000) would be bonded and offset by the
incremental increase in taxes generated
beyond what the bank presently pays versus a
new a pharmacy use (estimated to be assessed
$3 - $4 million) which amounts  to
approximately $74,000 per year in new taxes
($3.5 million x $28.20 per thousand of
assessed valuation).  A $750,000 bond
for 20 years would cost the Town
approximately $71,000 per year in combined
interest/principal
payments.

leased many months before construction is
complete.  A question raised during the
Planning Board approval process for Capstone

week, Code Enforcement Officer Tom Johnson
met with members of the staff at the Durham
Police Department to discuss challenges
residents throughout Durham’s
traditional family neighborhoods are having
as a result of the impact of non-owner
occupied single family homes being rented to
college students.  Many such properties
are operated by absentee landlords who do not
adequately manage the properties allowing for
repeated behavioral issues, trash, noise, and
other disturbances. It is estimated that 1 in
6 homes within neighborhoods surrounding the
downtown core are now student rentals.

The Zoning Board postponed a scheduled public
hearing on a petition submitted by

for appeal of administrative decision from a
March 23, 2012 letter of the Zoning
Administrator, Thomas Johnson, regarding use
of the property.  The property involved
is shown on Tax Map 6, Lot 11-7, and is
located at 27-35 Newmarket Road, and is in
the Residence Coastal Zoning
District.

teleconferenced until approximately 5:45 PM
Tuesday, 5/8/12, but collectively felt more
review was necessary in order to give due
consideration to all of the facts, before
resolving the issues in question.  The
Zoning Administrator therefore requested a
continuance of the ZBA so as to provide more
time to work through outstanding concerns
revolving around the enforcement
letter.

that the board’s decision may be final,
even if the Zoning Administrator believes
that the planning board overlooked or erred
in some of its zoning
interpretations.

April 19, 2012, a group of Timberland
employees volunteered their time,
muscle-power, and enthusiasm at Durham's Doe
Farm as part of their Day of Service for
Earth Day.  Timberland employees spent
over six hours pulling common buckthorn
shrubs, an invasive plant that grows in the
understory of the forest at Doe Farm.
Employees worked alongside their family
members, members of the Durham Conservation
Commission, and even a few retired Timberland
employees such as Durham's Carden
Welsh.

1,000 square foot rain garden project is a
collaborative effort between Oyster River
High School, the Town of Durham Dept. of
Public Works, and NH Coast (a non-profit
group committed to preserving and improving
NH’s coastal environment).  The
project has been coordinated through Jon
Bromley’s Environmental Science class,
comprised of Juniors and Seniors at
ORHS. They have played a major role in the
planning and design; they are doing much of
the soil preparation and initial planting.
Other class groups from the High School and
Middle School will also be helping with the
planting.

shine) the University of New Hampshire
(Durham campus) will celebrate WalkNH Week
2012 with a walking route varying in
distance/time on the UNH Durham campus. This
year attendees can start the walk when they

1:00pm.  (This is to support varying
work schedules).  UNH, Durham, &
Manchester will join other groups from
throughout New Hampshire in recognizing
WalkNH Week 2012 by holding a community walk
during the first week of

UNH Manchester campus is hosting a walk on
Monday, June 4th @12pm with a rain date of
June 5th. Participants from the Manchester

Beginner Fly Tying Course,
Weds. May 16th at 6:30 p.m. In this
introductory course, you will learn how to
tie a set of ‘time tested’ flies
that will catch fish in both sweet and salt
water.  All equipment and material will
be provided. We are pleased to have Mark
Foley of First Cast Fly Fishing, a
‘Donation Only’ business,
teaching this course.  $5 per
person charge to cover materials. Class is
limited to 5 participants. Please sign up at
the library or call to register. Open to all
ages, but children under 12 must be
accompanied by an adult.

Durham Memorial Day Parade,
Mon. May 28th at 9:30 a.m. March with
the library at the parade!  We meet at
the town landing at 9:30 a.m. (parade starts
at 10:00 a.m.).  We have flags,
pinwheels, and more.  Wear red, white,
and blue and join in the fun!
Join the Patch Program, our
reading incentive program for children aged
2-12 years. Children earn patches for minutes
read or being read to as well as a Durham
Library book bag. If new to the program, stop
by and register. Thanks to the Friends
of the Durham Public Library for their
continued support of this program.  The
Patch Program stops on May 31st and will
start again Sept.
1st.

Post office:
“In 1916, with a
change in administrations, Samuel Runlett, a
Democrat, became postmaster and served for
eight years. In response to his request for
more help, Berdille Maynard came to Durham at
a salary of $900 a year. She was a devoted
servant of the post office and the community
for thirty-eight years. Most of this material
on the post office came from three scrapbooks
she ably compiled. These are preserved in the
Durham Historic Association
Museum.”
