"c19">Another academic year is coming to an
end at the University of New Hampshire. The
UNH Commencement Ceremony will be held
tomorrow, Saturday, May 19th beginning at
10:00 AM. The UNH Commencement Ceremony takes
place outdoors on Memorial Field in front of
the Whittemore Center regardless of weather
conditions. Congratulations to all
graduating seniors and their
families!

Many guests are unfamiliar with the roadways
and the fact that the vast majority of
parking is in exterior parking areas with
shuttle transportation means that Durham
roadways will be challenging to traverse
during these peak hours.  In fact, today
was as busy as rush hour in Boston in our
downtown.
 
While the procession will begin at 9:45AM,
the anticipated end should be by 12:30PM with
traffic anticipated to clear by 1:30PM.
Tomorrow's forecast predicts sunny skies with
temperatures in the mid to high 70s.
 Perfect weather for a UNH graduation in
Durham!

"c19"> "c24">WHY DID MUCH OF DURHAM LOSE
POWER LAST SATURDAY EVENING AROUND 9
PM?

According to
PSNH, the power outage on Saturday night, May
12th, to approximately 25% of the Town was
caused by equipment failure.  There was
a damaged lightning arrester which affected
the power lines ultimately triggering three
Durham transformers to explode causing the
outage impacting power along Canney Road,
Bagdad Road, Edgewood Road, Coe Drive,
Madbury Road, some parts of Packers Falls
Road, and numerous connecting roadways. 
Rerouting allowed power to be restored to
about one-half the residences impacted within
the hour, and the rest of the households were
restored before approximately1am.  PSNH
was very responsive in immediately
dispatching crews to
Durham.

"c21">This week, Stan and Jan Aviza of Durham
took advantage of the UNH Trash2Treasures
program to pick up some used furniture items
for recycling from their home in
Durham.  They were very impressed with
the students and suggested that we pass the
information along to the
community.

collecting ALL SUMMER, so residents should

for anything residents would like to

QUARRY DRIVE STUDENT HOUSING PROJECT
WITHDRAWN BY
APPLICANT

"c19">On Tuesday evening of last week, May 8,
2012, the Zoning Board of Adjustment held a
public hearing relative to a petition
submitted by Campus Crest Development LLC of
Charlotte, North Carolina on behalf of
Rockingham Properties I Limited Partnership
for an application for variances to allow
multi-family residential dwellings without
the required number of parking spaces, within
the OR Zoning District, within the current
property setbacks, within the wetlands
setback, and within 100 feet of the Route 108
development prohibition setback.  The
properties involved are shown on Tax Map 11,
Lots 8-0 through 8-15, and are located on
Dover Road off Stone Quarry Drive, and are in
the Office and Research Zoning
District.  Surface parking was also
requested on the adjacent parcel to service
the proposed
development. 

 

"c19">A capacity crowd was present and
individuals spoke one by one against the
variances requested.  Only the applicant
spoke in favor.  The ZBA continued the
case until its next meeting.  Existing
zoning does not allow student housing within
the OR Zoning District.  The applicant
seeks relief from this prohibition to
construct a 600 +/- bed student housing
development.

 

"c19">This week, Durham received official
notice from the applicant that the ZBA
application for Rockingham Properties/Campus
Crest for the Stone Quarry site was hereby
withdrawn.

statement this morning regarding her decision
not to seek a third term in the NH
Senate:

satisfaction to serve my constituents and the
State of New Hampshire in our
citizen legislature, both as a senator and as
a member of the House of
Representatives.  I have been fortunate
to have the opportunity to work on important
policy matters with gifted and dedicated
colleagues of all political persuasions. The
decision to leave was difficult, as I cherish
the institution of the New
Hampshire legislature and the
friendships and partnerships I have enjoyed
over the past 23 years. However, we all reach
points in our lives when we need to readjust
the way we distribute our time and energy,
and I am at such a point.  I look
forward to continuing to stay involved in the
issues I care most about -- albeit in a
different
capacity.”

"c19">Merrill was first elected to the Senate
in 2008.  She served five terms in the
NH House of Representatives from 1989 to 1998
including a term as Deputy Democratic
Leader.  She was a House policy staff
member during the 2007-08 biennium under
Speaker Terie Norelli.

 

"c19">Merrill currently sits on the Senate
Energy & Natural Resources Committee and
the Senate Public & Municipal Affairs
Committee, as well as the Legislative Ethics
Committee and Joint Legislative Committee on
Administrative Rules.

 

"c19">Senator Merrill attended public schools
in South Hampton and Hampton, graduated
from the University of New
Hampshire in 1974, and received a Ph.D.
from Dartmouth in 1979. She taught
psychology in
the Massachusetts university system
and worked as program associate in the
undergraduate research program at UNH.
 She also served as visual arts
coordinator for
the Mill Pond Center.  

Her community and non-profit service has
included membership on the Durham Planning
Board and the boards of the UNH Alumni
Association, the Audubon Society of New
Hampshire, Conservation New Hampshire, and
the Land and Community Heritage Investment
Program (LCHIP).

over 30 years with her husband Ken Fuld, dean
of the College of Liberal

"c19"> "c24">COUNCIL HOLDS PUBLIC HEARING
MONDAY ON POSSIBLE ACQUISITION OF FORMER
PEOPLE'S BANK SITE FOR USE AS FUTURE TOWN
OFFICES
The
former Durham branch of People’s United
Bank, located at 8 Newmarket Road, was put up
for sale with a listing price of $769,000.
The Town has conducted due diligence with
regard to the site as a future Town Office
location and has concluded that the 8
Newmarket Road location with renovations and
an addition would indeed meet the space needs
and functional requirements for the Town
Office that were outlined in a Space Needs
Assessment prepared by Sumner Davis
Architects, Inc. in July 2006.
 
The bank site is a handsome Federal-style
building in the midst of Durham's historic
district, is in excellent condition, and is
equipped with two safes that would ideally
meet the Town's needs in preserving
historical records.
 
The current Town Office has long been
recognized as being deficient in a number of
critical areas such as:

  • "c19">Noncompliance with ADA (handicap
    accessibility).
  • "c19">Lack of short-term and long-term
    temperature controlled storage space for
    day-to-day and critical historical
    records.
  • "c19">Inadequate filing and
    workspace.
  • "c19">Inadequate meeting
    space.
  • "c19">Lack of security for staff and very
    inefficient mechanical and HVAC
    systems.
  • "c19">Inadequate stair widths, riser and
    tread dimensions, and myriad other building
    and life safety code
    violations.

"c19">In order to secure the bank site to
ensure the Town Council had the option of
moving forward with a purchase of the
property, Mr. Selig initiated negotiations
with the bank. Two other parties also placed
offers for the parcel.
 
At this time, the Town and the People’s
Unite Bank have signed a Letter of Intent to
Purchase the bank for $745,000.  The
Town has the parcel assessed for
$867,300. 

 

"c19">The Town Council has thirty (30)
working days to execute a Purchase and Sale
Agreement .

 

"c19">The idea of acquiring the bank site was
first discussed at the Council’s April
16th and then again at its May 7th
meeting.  In addition, a public site
walk was scheduled last month for Councilors
and members of the public to view the
property.

 

"c19">At this juncture, the Council has
scheduled a public hearing for May 21st to
receive public feedback regarding the
proposal as well as on whether to raise and
appropriate the sum of $745,000 to pay for
the acquisition to be funded through
undesignated fund balance so as not to impact
the tax rate.  When the existing Town
Office site is sold, the undesignated fund
balance would be replenished as a result of
the sale.

 

"c19">The owner of the Irving Station next
door to the Town Office is interested in
purchasing the existing Town Office site for
approximately $1.2 million.  It would
likely be redeveloped as a
pharmacy.

 

"c19">The Town Office site has always been in
the general vicinity of the present day
location.  At one time it was located in
a structure just across the Oyster River
Bridge on the Newmarket side of the
river.  That meetinghouse structure
burned.  Later, the Town Offices were
located in the historic Old Town Hall at the
corner of Dover Road and Newmarket
Road.  After a fire in that structure,
the Town Offices were moved to their present
location. 

 

"c19">The People’s Bank location also
would place the Town Offices on the shore of
the historic Mill Pond creating exciting
potential synergies and connections between
the two sites for the benefit of the
community. 

 

"c19">The overt goal of this transaction
would be to recoup both the acquisition cost
of the bank ($745,000) and the estimated cost
of renovations/additions needed to fully
outfit the former bank as the Town Office
(est. at $1,162,905) totaling $1,907,905
through the sale of the existing 15 Newmarket
Road Town Office site.  The residual
amount, approximately $707,905 ($1,907,905 -
$1,200,000) would be bonded and offset by the
incremental increase in taxes generated
beyond what the bank presently pays for a new
a pharmacy use which amounts (estimate to be
worth $3 - $4 million) to approximately
$74,000 per year.  A $750,000 bond for
20 years would cost the Town approximately
$71,000 per year in combined
interest/principal
payments. 

 

"c19">The Town Council is holding a public
hearing Monday evening, May 21, 2012, to
obtain feedback from the public prior to
acting on a Purchase and Sale Agreement for

additions to the Mill Pond. These two furry
little cygnets were hatched May 12. They were
photographed on May 15 by resident Andrea
Bodo as they were exploring the pond with mom
and dad.  Swan cygnets are quite
succeptable to predators such as snapping
turtles at this young age.

"c19">The Planning Board will hold
a public hearing on Wednesday, May 23,
2012, 7:00 PM, in the Council chambers
at Town Hall on the proposed zoning
amendments to the Commercial Core Zoning
Districts - Central Business, Professional
Office, Church Hill, Courthouse, and Coes
Corner. Discussions on these amendments began
in the fall of 2010 and the Planning Board
began drafting the amendments in January
2011.

the Commercial Core Strategic Plan (2010) and

OF THE CHECKLIST

 

"c19">On September 11, 2012, there will be a
STATE PRIMARY ELECTION.  At all
Primaries, State or Federal, all voters must
declare a party (Democrat or
Republican).  For voters currently
registered as Republican or a Democrat,
June 5 is the last day party changes may be
made. After that date voters
will then have to vote within that party
on September 11. Those registered
as Undeclared (Independent) will be able
to choose which party’s ballot they
wish to mark on that
day. 

Party
changes can be made at the Durham Town
Hall at any time through June 5.  The
Supervisors will be available from 6:30 to
7:30 that evening for anyone unable to get to
the Town Hall during the day.  An
updated checklist will be available by Monday
May 21 at both the Town Hall and the Durham
Post Office for voters to be able to check
they are unsure.  Don’t be one of
the unhappy voters caught up by this
law.

"c25"> "c19">DURHAM FIREFIGHTERS ASSIST A WATER FOWL
IN DISTRESS AT THE OLD
LANDING

"c19">While visiting Old Landing this
afternoon members of the Fire
Department on duty shift noticed a bird
in distress. Upon further investigation, it
was noted that the water fowl had what
appeared to be several feet of fishing line
hanging from its beak. Firefighters Katie
Everts, John Powers, and Richard Stevens were
able to calm the bird, physically examine it,
and cut the fishing line at the hook because
the hook was embedded too far down the bird's
neck to safely remove. Upon removal of the
line, the bird rested and then returned to
the Oyster River where it appeared to return
to normal activities with the rest of the
birds in the water.

for the 2010 UNH outdoor swimming pool season
is Monday, June 18th. Pool pass vouchers are
now available at the Town Hall, Town
Clerk’s Office, 15 Newmarket Road. The
Town Clerk’s Office is open 8:00 AM to
5:00 PM, Monday through
Friday.

 

"c19">There are 445 pool vouchers available
only for Durham youths ages 2-17 and senior
citizens 62 years and older to receive a
$45.00 discount off the full price of a
season pass. Vouchers are issued on a first
come, first served basis. Pool pass vouchers
must be picked up BEFORE purchasing pool
passes, which are sold at the Front
Service Desk at the Hamel Student Recreation
Center, located next to the Whittemore Center
on the UNH campus.

UPGRADE
PROGRAM

"c19">Background
Information

As part of a continuing improvement effort to
enhance service and create cost effective
efficiencies within our municipal water
system serving both residents and businesses,
the Town of Durham is implementing a Town
wide upgrade to the water meter reading
system for all of our 1,100 water system
customers. 

 

"c19">This work will include inspecting all
existing water meters and, if necessary,
replacing that water meter. These new water
meters will be connected through existing
water meter wires to an outside mounted radio
module that will be used to transmit water
meter data to Town staff via a radio system
on a monthly basis. Locations that do not
need a new water meter will be retrofitted
with a new radio module to enable monthly
meter readings. This work is mandatory for
every customer in our
system.

 

"c19">To facilitate this work the Town will
be hiring a contractor to coordinate the
work, schedule appointments and perform the
necessary work to upgrade all water meter
services. This work is scheduled to begin in
June 2012 and is anticipated to be completed
by October 2012.  The program, once
completed will increase the reliability and
accuracy of water meter reading operations
and the efficiency of our reading and billing
operation.  We request the cooperation
of residents and businesses connected to the
water system as we implement this important
program for the Town.

"c19">Installation
Details

This work will be accomplished through the
assistance of a private contractor.  The
contractor will have the capability of
scheduling appointments online or via phone.
This information will be provided to water
users soon via a separate mailing. The
following general information provides an
overview of the installation
details:

  • "c19">Tentatively, appointments will be at
    a set time Monday through Saturday 7:30am
    to 3:30pm.
  • "c19">Installation time is approximately 30
    to 60 minutes.
  • "c19">Installer must enter the
    home/business to complete the installation;
    therefore a person over 18 must be present
    at the time of
    installation.
  • The
    area around the meter must be accessible to
    the installer prior to the appointment.
    Please make sure that the installer will
    have clear access to the meter for this
    work.
  • All
    contracted employees will have photo ID
    badges and will drive clearly marked
    vehicles.
  • "c19">Project Funding.

"c19">Water customers will not be charged
directly for the meters. The project has been
approved by Town Council and will be bonded
through the New Hampshire Department of
Environmental Service’s Drinking Water
State Revolving Loan Fund.

 

"c19">Due to the excellent work of the Public
Works Department, this project was able to
qualify for 20% forgiveness on the principal
of the loan, which will reduce the overall
cost to system users by approximately
$84,000.

"c19">Additional
Information

The Town will also hold an informational
meeting in June at the Durham Town Hall to
provide additional detail about this project
and to answer any questions residents or
businesses on the water system might have.
The exact date of the meeting will be set and
announced via the Town’s Friday Updates
and other means after the Town hires the
meter installation contractor. In the
meantime, if you have any additional

released a handsome, easy-to-use online tool
to develop a comprehensive registry of all

United States. Called the Open PV Project,
the website has over 130,000 PV systems in
its database.

Power of One in which ORHS
freshmen choose a cause they wish to
help and figure out a way to help that
cause.

prescription eyeglasses or any sunglasses and
donate them to an organization called

Millions of people all around the globe live
in a blurry world simply because they
don’t have access to or the money to
afford proper eye care and glasses. 
They are unable to perform day-to-day tasks
and less likely to succeed in school or work
because they cannot see.

adequate level or see the faces of the ones
you love simply because you don’t have

School student Alexander Mouikis is
organizing a 3 on 3 basketball tournament at
the Oyster River Hight School gymnasium
tomorrow (Saturday), May 19th.  From 10
AM - 12 o'clock kids 8th grade or younger may
participate and from , 2 PM -4 o'clock, high
school ages may participate.  All
proceeds ($6 per person) go to the Invisible
Children
Organization.

Center will be closed on Saturday, May 26th,
for the Memorial Day Holiday. The
regular Town offices will be closed on
Monday, May 28th for the holiday. There
will be NO COLLECTION OF TRASH AND
RECYCLABLES ON MONDAY, MAY 28TH.  All
routes will be pushed ahead one day for
example if you are normally collected on
Monday, you will put your items out by 7am on
Tuesday, if you normally are on Tuesday, you
will put out on Wednesday, etc.  There
will be no commercial collection on Friday,
June 1st.

"c19"> "c24">PLANT DONATIONS AND VOLUNTEER GARDENERS
WANTED FOR RAIN GARDEN
PROJECT

The
collaborative rain garden project at the
Oyster River High School is still looking for
donations Daylilies, Irises, and Asters to
supplement the purchase of plants for the
rain garden, and we’re looking for
volunteers from the community to help with
the planting.  Please bring your plant
donations to the Durham DPW on any weekday
between 8 am and 4:30 pm (or by
appointment).  Two volunteer planting
events are scheduled: Saturday May 19th and
Saturday May 26th from 9 to 10:30 AM. 
Bring gardening gloves and a trowel and be
part of a truly green community event! 
You can also bring your plant donation to
either of the Saturday plantings. Contact

"c19">The 1,000 square foot rain garden
project is a collaborative effort between
Oyster River High School, the Town of Durham
Dept. of Public Works, and NH Coast (a
non-profit group committed to preserving and
improving NH’s coastal
environment). 

 

"c19">The project has been coordinated
through Jon Bromley’s Environmental
Science class, which of Juniors and Seniors
at ORHS. They have played a major role in the
planning and design; they are doing much of
the soil preparation and initial planting.
Other class groups from the High School and
Middle School will also be helping with the
planting. Dave Cedarholm and the Durham DPW
grounds crew worked for two days to dig the
hole and install the rain garden’s
underdrain system.  Kim Mosher of NH
Coast has raised more than $2,000 in
donations and materials from local businesses
including Appledore Marine Engineering,
ReVision Energy, Ultra Geothermal, D.F.
Richard, Auger Building Company, Chinburg
Builders, and LandCare Associates. Local
landscape architects and Durham residents
Jamie Calderwood of Tighe & Bond in
Portsmouth and Roberta Woodburn of Woodburn
& Company in Newmarket have done an
outstanding job collaborating on plant layout
design and coordinating the purchase of 160
native plants.  The goal is to have the
rain garden installation completed in time
for a ribbon cutting schedule for 11 AM on
Friday June 1st.

2012

"c19">SAVE THE DATE - Wednesday, June 6th
(rain or shine) the University of New
Hampshire (Durham campus) will celebrate
WalkNH Week 2012 with a walking route varying
in distance/time on the UNH Durham campus.
This year attendees can start the walk when
they are ready anytime between 11:30am and
1:00pm.  (This is to support varying
work schedules).  UNH, Durham, &
Manchester will join other groups from
throughout New Hampshire in recognizing
WalkNH Week 2012 by holding a community walk
during the first week of
June.  
 
UNH Manchester campus is hosting a walk on
Monday, June 4th @12pm with a rain date of
June 5th. Participants from the Manchester
area should gather at the main entrance of
our Manchester campus at 400 Commercial
Street, Manchester, New Hampshire. Please

information on the UNH Manchester Walk.
 
Governor John Lynch has proclaimed June 1-7
WalkNH Week as a way to promote walking and
help keep New Hampshire residents on a
healthy path.  WalkNH Week is an event
designed to encourage people of all ages to
get out, get moving and participate in a
one-to-three mile community walk. The goal of
WalkNH Week is to inspire participants to
continue walking as part of a healthy
lifestyle long after the June events
end.

INTERNATIONAL
PLAYERS

The New
England Colonials International Basketball
Club (NECIBC) is looking for Durham area
families to host its 2012 International
Colonials players during the team’s
June 25-26 visit to Durham.

This
team will bring together 11 players from
11 countries this summer for a three-week
basketball tour of New England. Players are
16 and 17 years of age and are all
highly recommended to the NECIBC
by their club or school coaches
overseas. Many play for their national team.
Hosting assignments will be for two nights.
The team will play ORHS on Tuesday, June
26.

 

"c19">Countries represented this summer will
be the Czech Republic, England, Estonia,
Finland, Germany, Lithuania, the Netherlands,
Romania, Scotland, Serbia, and
Spain.

RECOGNIZES ITS VOLUNTEERS AND STAFF DURING
EMS WEEK
2012

National EMS
Week is next week, May 20-26. The theme for
2012 is “EMS: More Than A Job. A
Calling," reflecting the fact that EMS
personnel don’t choose this field for
big salaries, comfortable working conditions,
or a job with a set schedule.  In fact,
McGregor EMS volunteers are generally
community members with other full-time
employment in the area or UNH students who
have a true calling to help and care for
others in their hour of
need. 

 

"c19">EMS Week is designed to bring together
communities and medical professionals to
publicize safety, educate the public about
their local EMS agency, and to honor the
dedication of those who provide day-to-day
lifesaving services on emergency
medicine’s front
line.

"c19">The cast and crew of the performance of
CHICAGO the musical, extends an overwhelming
appreciation to the community that came to
watch the show. With over 500 seats in the
auditorium, there was a full house at all
three shows. Saturday evening's performance
was by far the test of professionalism; a
transformer blew and doused the auditorium in
darkness. The generators kicked in, turning
on the house lights, but leaving the
auditorium without mics, stage lights and
keyboard. The two lead actresses didn't skip
a beat and the show continued as though they
had rehearsed for a power outage! The cast
and crew behind the curtain, in unison,
clapped the rhythm and sang the notes so the
dancers could keep in step. Audience members
were from as far away as; New Zealand, NJ,
ME, MA, AZ, MI, VT, NY, Canada and throughout
NH. The Drama Department is alive and well at
Oyster River High School. Watch for  the
date of the fall play, Noises Off to be
performed in November
2012.

DAY PARADE

"c19">The 2012 Memorial Day Parade will take
place on Monday, May 28th at 10:00am,
beginning at the Town Landing on Old Landing
Road. Town committees, commissions and civic
organizations, as well as all service men and
women, past and present, are encouraged to
march. Those groups interested in marching

"c19">Many Servicemen from various Military
Branches will grace us with their presence in
our Memorial Day Parade this year on May
28th. Returning this year will be the 716th
Engineer Group from the Army Reserve, along
with an Armored Vehicle and Hummer for parade
goers to view up close. The Coast Guard
Cutters from the Portsmouth Naval Shipyard
will also join us at 10am at the Town
Landing.

The Pease
Air National Guard 64th Air Refueling
Squadron commanded by Lieutenant Ryan
Samuelson will also honor us with their
presence. The Refueling Squadron will provide
a replica of two Aircraft in the parade. The
F-111 and KC-135 will be towed in the parade
and also be available for viewing after the
parade in UNH C-Lot.

The
USAF's F-111A first flew in December 1964,
and the first production models were
delivered to the USAF in 1967. Although the
F-111 was unofficially referred to as the
Aardvark, it did not receive the name
officially until it was retired in
1996.

 

"c19">An interested feature of the aircraft
was its variable-geometry wings. While in the
air, the wings could be swept forward for
takeoffs, landings or slow speed flight, and
swept rearward for high-speed flight. The
F-111 could also fly at very low level and
hit targets in bad weather.

KC-135 Stratotanker provides the core aerial
refueling capability for the United States
Air Force and has excelled in this role for
more than 50 years. This unique asset
enhances the Air Force's capability to
accomplish its primary mission of global
reach. It also provides aerial refueling
support to Air Force, Navy, Marine Corps and
allied nation aircraft. The KC-135 is also
capable of transporting litter and ambulatory
patients using patient support pallets during
aero medical evacuations.

well-known wit and commentator, particularly
about local events and persons. He caused the
minister, the Reverend William Beard, a joker

don’t quote the Bible, instead you
quote Sam Runlett.’ To a customer at
the window who said, ‘Nice day,
Sam,’ he would answer, ‘Just as
good as they have in Epping.’ After the
morning mail was sorted, he would head for
his store to get crackers and cheese.
‘Don’t hurry,’ a post
office employee would say. ‘If I start
now, I won’t have to’, was
Sam’s
reply.”
