This morning at 8:46, the Durham Fire Department lowered the flag in a small ceremony to remember the events that occurred 14 years ago today. Firefighters, Police Officers, Military personnel, and community members participated in this event. The department extends its thanks to all emergency responders and their families.

DURHAM’S 2016-2025 DRAFT CAPITAL IMPROVEMENT PLAN (CIP) PRESENTED TO PLANNING BOARD
In conjunction with the annual budget development process, a draft Capital Improvement Plan (CIP) is prepared in accordance with the Town Charter. Section 5.8 states that the Administrator, after consultation with the Planning Board, shall prepare and submit to the Council a CIP at least one (1) month prior to the final date for submission of the budget.
The CIP contains a list of capital improvements, including major replacements, which are proposed to be undertaken during the next six fiscal years. The Town has subsequently expanded the required six-year timeframe to a ten-year window to provide a better sense of Durham's long-term needs.
In addition, Durham has fully integrated the CIP into the actual budgetary document submitted to the Council such that all items ultimately recommended by the Administrator for the next fiscal year are actually included within the Capital Budget submitted to the Council at the end of October.
All items contained within the CIP are made part and parcel of the ten-year fiscal forecast that is generated by the Business Office as part of the budget process. The result is a streamlined budget and CIP development process that connects requests made with actual financial and projected tax rate implications.
To facilitate this process, the Town Council is provided in September with the initial draft CIP outlining all requests made for capital improvements by departments, boards, and committees. The CIP is also discussed with the Planning Board in September.
After meeting with the Planning Board, the Administrator with the assistance of the Business Office and other departments, hones the plan, and ultimately transmits a final proposed document along with the Annual Budget to the Council prior to November 1st.
This past Wednesday evening, 9/9/15, Business Manager Gail Jablonski, DPW Director Mike Lynch, Police Chief David Kurz, Fire Chief Corey Landry, Deputy Fire Chief David Emanuel,and Todd Selig, met with the Planning Board to introduce and discuss the CIP. TOWN COUNCIL VACANCY
Town Council member Julian Smith has notified the Town of his intent to resign from the Town Council on or before September 21st.
The Town Charter provides that when a vacancy occurs on the Council, the Town Council shall appoint a resident to fill the vacancy until the next regularly scheduled election (March 2016), at which time someone can run for the remaining term of that office.
Residents interested in filling this upcoming vacancy should complete an application for board appointment form available for download HERE (then choose "application for appointment") and submit it to Jennie Berry at jberry@ci.durham.nh.us.
Residents should feel free to speak with a member of the Town Council or Administrator Selig (tselig@ci.durham.nh.us) about what being a Town Councilor entails.
At this time, we have received two applications for the opening.

The event will take place at the Pettee Brook Municipal Lot, Pettee Brook Lane, Durham on Sunday, September 20, 2015 from 12:00 Noon to 4:00 PM. Free parking on Sundays.
A special Ribbon Cutting Ceremony will be held for the Town's new Electric Vehicle Charging Station Ribbon Cutting at 1:00 PM.

FERTILIZER AND STORMWATER MANAGEMENT OUTREACH - Durham Day 2015
Have questions about fertilizer management or want to know how you and your neighbors can help manage stormwater and protect Great Bay?
Durham Public Works will be at this year’s Durham Day along with the Conservation Commission to promote safe use of fertilizer and to answer your questions. There will be a suggestion box where you can tell us about what you’d like to learn more about and how we can better educate and inform the community.

OPERATION WARM
The Durham Professional Firefighters in conjunction with Durham, Lee, and Madbury Fire Departments, have partnered with Operation Warm, a national non-profit organization committed to providing brand new, American-made, winter coats to children in need for FREE. They see support from interested community members. Beyond warmth, a new coat positively impacts a child’s school attendance, self-esteem, and overall health and well-being.
This is not a coat drive. The DPFFA will gratefully accept monetary or in-kind donations to fund this initiative. All monies raised will stay local, helping children in grades K-8. For more information visit Operation Warm.

MILES GOLDBERG FUND-RAISER EVENT
On Sunday September 27th, a team of 30+ community members will be coming together to walk in the Boston Jimmy Fund Walk.
They are walking in support of Miles Goldberg, a 12-year-boy within the community who has received excellent care at The Dana-Farber Cancer Institute, thanks to the dedication of the Jimmy Fund and many residents who have contributed to the fund.
Interested individuals can participate by donating funds HERE and making a "general team donation" of any amount.
In addition, there will be a Yard/Bake Sale this Saturday, 9/12/15, at the Oyster River Middle School from 8:30am-2:30pm. All proceeds will go to the Jimmy Fund.

IF YOU SEE SOMETHING WRONG, ODD, OR NOT QUITE RIGHT, PLEASE CALL THE POLICE
The very essence of community policing is that the community and the police work together to confront crime and the fear of crime. The vast majority of Durham residents understand that the police cannot be everywhere simultaneously to observe criminal or suspicious activity as it occurs and the department finds it difficult to patrol residential areas with the frequency residents, businesses and the police prefer. So Chief Kurz urges you to contact the police at 868-2324 or 911 if you see, hear or sense something is not quite right. An officer will respond quickly and resolve what may or may not be a criminal activity. When law enforcement works directly with residents and businesses we collectively are going a long way toward reducing crime, improving quality of life, and enhancing public safety.

DURHAM EXPERIENCING TELEPHONE SCAMS
Chief Kurz advises that the police department has had several residents contact them about a continuing scam. It is clear that the desire to separate people from their money has no bounds as scammers become very innovative in attempting to do so! The calls have been very similar in nature with a foreign sounding voice contacting the persons at work and advising them of an outstanding warrant for their arrest. The residents are advised that they can contact a telephone number, one was in Florida and the other was in Texas to find out how much the “fine” is!
What is adding a thread of fear to these calls is that in both incidents the residents were contacted at work! While the Durham Police are not absolutely positive how the victim’s work information is being obtained, there is a hypothesis that some Facebook and/or LinkedIn sites have such information and may be used in this manner.
The Durham Police Department is sharing this information for awareness purposes and to help prevent fraud and/or identity theft from occurring during these purposely stressful telephone calls! As always the Durham Police urge residents NEVER to provide personal and/or credit card information via social media platforms such as Facebook, Twitter or telephone solicitation. It is requested that any suspicious solicitation activity be reported to the Durham Police for further assessment and review.

UNH DEPT. OF KINESIOLOGY OFFERS OPPORTUNITY FOR DURHAM RESIDENTS
September is the first annual Go4Life Month by the National Institute on Aging at the NIH. The overarching goal of Go4Life Month is to entice, encourage, and enable older adults to incorporate physical activity into their everyday lives, so the UNH Kinesiology Department would like to remind the Durham Community of the exercise opportunities available at UNH to individuals who are 50+.
The UNH Kinesiology Department’s Cardiac Prevention Exercise Program is intended for individuals over the age of 45 years with risk factors for cardiovascular disease (CVD). It serves those who have previously completed a Phase II Cardiac Rehab program following a cardiovascular event and/or procedure.
The aim of these two programs is to help individuals improve their overall health for the prevention of a future heart attack, stroke or invasive cardiovascular repair surgery through regular exercise and education.
The programs offer health-related fitness testing and individualized exercise intervention based on the participant’s personal goals and fitness testing results. The program also educates participants about the newest heart- and health-related science and how it might be applied to reduce overall disease risk.

(2016) CROMMET CREEK BRIDGE PROJECT - Informational Meeting Scheduled for Interested Residents
The Town of Durham Department of Public Works will be holding an informational meeting for the 2016 Crommet Creek Bridge Project in the Durham Town Council Chambers, on Thursday, September 17, 2015, starting at 7 PM. We cordially invite you to this meeting to help you learn more about this important project and answer your questions.

Julian Smith holds a framed photograph of himself standing at Whale Rock Pond located on his Packers Falls Road property. The photograph and a Certificate of Appreciation were presented to him at the Planning Board meeting on Wednesday evening this week. Julian served as a Council representative to the Board for seven years. Earlier this month, Julian gave notification of his intention to step down from the Town Council as he would be moving to St. Simons Island in Georgia where he and his wife, Monica, have owned a second home for the last 23 years.
At the beginning of he meeting, residents Robin Mower and Beth Olshansky gave a powerpoint presentation, as mock agents of Julian, on an application for design review they were submitting to the Planning Board for a hardware store "J.R. Smith, Inc." to be located at the former Town Hall building.

ADMINISTRATOR SELIG TO ATTEND UPCOMING International City/County Management Association (ICMA) Conference in Seattle, September 25-30
Todd Selig will be attending the 101st ICMA Annual Conference, which this year will be held in Seattle, WA from September 25-30, 2015.
As in past years, the conference features daily keynote sessions, educational and solutions track sessions, roundtable discussions, ICMA University workshops and forums, field demonstrations, and numerous demonstrations of technology. In addition, there is opportunity for professional networking.
This years keynote speakers include Shawn Achor (The Happiness Advantage), Verna Myers (Overcome Your Biases), Patrick Lencioni (Leadership, Teamwork, and Organizational Health), and Tom Yorton (Using Improvisation to Improve Creativity and Collaboration).
Mr. Selig will also tour the Bullitt Center, known as one of the world’s most sustainable buildings, and the Cross Kirkland Corridor focusing on rail transit and the impact this has had on economic development in the Seattle area.

ALLEYFEST SCHEDULED FOR SUNDAY, 9/20/15
On Wednesday this week, a small group of Durham residents met to add the last part of the new community wall mural outside The Candy Bar (above). A second community mural is also located in the alley opposite Young's Restaurant. Community members are invited to add their own touch to one of the two murals during AlleyFest on Sunday Sep 20th from 11AM to 4PM.
The event is free and is sponsored by the Candy Bar and Main Street Makery. Live local musicians, free crafts, games, face painting . And of course, enjoy shopping in the air conditioned stores all day long. Surprise sweet treats while they last.

OYSTER RIVER SUSTAINABILITY COMMITTEE ANNOUNCES FIRST MEETING OF THE NEW SCHOOL YEAR
The Oyster River Cooperative School District is preparing for another school year as the daylight gets shorter and crickets start to chirp more slowly. The Town of Durham recently announced two projects related to the topic of sustainability: a 640 kW solar array at the Town’s gravel pit on Packers Falls Road and curb-side no-sort recycling program. Many Durham citizens have shifted their habits to more sustainable living due to increased knowledge and interest. Oyster River students also learn and practice sustainability strategies as they compost, recycle, research topics, grow vegetables in school gardens, and learn how animals adapt to our environment.
One group that supports the work of sustainability in the District is the Oyster River Sustainability Committee. Staff, citizens, students, and administration work collaboratively to achieve “green” projects. Charges are given by the School Board each year, goals are identified by the committee, and members select the projects that are of interest and the best fit for member’s schedules.
Past projects/initiatives have involved topics such as: energy reduction, writing, school gardens, recycling, composting, local food for the District’s nutrition program, community dinners, and support in classrooms.

UNH Museum of Art - Kenyatta A.C. Hinkle Looking Where it Ain’t Artist Kenyatta A.C. Hinkle manipulates language, images, and myths to create a personal narrative presented in three bodies of work: The Kentifrica Project, The Uninvited series, and drawings based on I, Tituba, Black Witch of Salem. The Prints of Jacques Callot and Millie Chen’s Miseries & Vengeance Wallpapers. This fascinating exhibition of more than 35 etchings and engravings by French printmaker Jacques Callot (1592-1635) is drawn from the collection of the Reading Public Museum and includes prints from the permanent collection of the Museum of Art. WEEKLY ARREST REPORT
*Academic year commenced August 28th and will be measured through graduation at UNH in May.
The Durham Police measure arrest data in three specific categories, weekly, academic year and calendar year. Each category is designed to assist in the planning process of allocating police personnel at appropriate times and in the appropriate places. The arrest data for the first week of the academic year began anew on last Monday which explains why the week statistics may not match with the start of the academic year.
As UNH begins its academic year on different weeks each year, the statistics from this exact week in several years data would appear out of context and/or skew comparisions to those of previous years. Consequently the above matrix does not include data for some years as the academic year would have started another week. In any event, the weekly arrest data will begin anew with this report!

FROM "HISTORY IN AN OYSTERSHELL - A BRIEF HISTORY OF DURHAM, NH, 1600 - 1976 written by Philip A. Wilcox and members of the Durham Historic Association 1976 - Fishing preceded colonization in New England by many centuries, and fish and fishing have continued to be important to Durham. In may, a fish ladder over the Mill Pond dam was dedicated. This structure is remarkable in the seacoast region in that it was partially financed by the town.
