Raymond A. LaRoche, Sr. - In Memoriam

August 12, 1932 - August 2, 2012

22 years of service to the Town of Durham

 

It is with great sadness we report that Raymond A. LaRoche, 79, of Bennett Road, died August 2, 2012 at the Hyder Family Hospice House in Dover.

 

Born August 12, 1932 in Durham, the son of Wilfred and Regina (Daigle) LaRoche, he was a lifelong resident of Durham.

 

Raymond operated the LaRoche Farm in Durham for many years. He was also employed full-time by the Town of Durham in the Public Works Department for thirteen years beginning in 1990. He retired in August 2003 and was then immediately rehired as a permanent part-time employee where he worked at the Town's Transfer Station and Recycling Center. 

 

Visiting hours will be held on Monday, August 6 from 2 p.m. to 4 p.m. and 6 p.m. to 8 p.m. at Kent & Pelczar Funeral Home, 77 Exeter Street, Newmarket, N.H. A Mass of Christian Burial will be celebrated on Tuesday at 10 a.m. from the Church of St. Thomas More, Durham, N.H. Burial will follow in Lee Hill Cemetery. TOWN COUNCIL TO DISCUSS 6/25/12 PRESIDENTIAL CAMPAIGN VISIT TO DURHAM ON MONDAY EVENING

On June 25, 2012, the Obama for America campaign hosted a presidential campaign event at the Oyster River High School (ORHS) in Durham, NH.  Historically, when organizations or political campaigns schedule events ranging from road races to campaign assemblies that necessitate additional public safety services, the Town has billed the relevant organizing entity accordingly.  The Council will discuss the request for reimbursement made by community officials in June on Monday evening, August 6, 2012.  To view a detailed overview concerning this topic, click HERE.

2012 LEAN SYSTEMS SUMMIT – WHERE GOVERNMENT, SERVICES, AND MANUFACTURING MEET

On August 9-10, the Lean Collaborative will host its annual Lean Systems Summit in Portland, ME. 

 

The Lean Collaborative is a multi-state network of public and private individuals, organizations, and companies interested and involved in continuous improvement. Its goal is to provide a forum for practitioner to practitioner, organization to organization, and government to government learning -- with active collaboration and sharing of knowledge, experience, and resources across all sectors.

 

The Collaborative’s Leadership Board includes representatives of Maine and New York Manufacturing Extension Partnerships; Jotul North America; Maine, New York, and Connecticut State governments; Lonza Rockland; the Town of Durham, New Hampshire; Idexx Laboratories, Inc.; Infinite Services, Inc.; and New Futures – New Hampshire.

 

This August is the Collaborative’s third annual Lean Systems Summit.

 

The August 10th Summit will include speakers and 15 informational workshops across healthcare, services, government, education, manufacturing, finance, and other businesses on how Lean leaders and practitioners are using Lean to change their culture and improve their way of doing business.

 

Four all-day pre-summit workshops will also be held on August 9th for those interested in further deepening their knowledge and skills. Administrator Selig will be part of a four member panel discussion at the Lean Summit on Friday.

 

Various Durham staff members have attended this event in the past.  This year, Director of Planning & Community Development Michael Behrendt will attend.

SMITH CHAPEL UPDATE

This week members of the State's National Register conducted a site visit of the Smith Chapel. (Peter Michaud, Elizabeth Muzzey SHPO, Molly Bolster, Elaine Loft and others).


Andrea Bodo, HDC/HC did a presentation of the history of the Chapel. Director of Public Works Mike Lynch gave an overview of the of the restoration thus far and stated that the 3d phase of the interior restoration will be completed this summer now that the first part of the Moose Plate grant has been received by the Town. Lynne Monroe from The Preservation Co is wrapping up the application to the National Register (funded by a Certified Local Government grant). It will be reviewed by the State and then presented to the National Parks Service this Fall for nomination to the National Register of Historic Places.

 

PLANNING BOARD ITEMS OF INTEREST

On Wednesday, August 8, 2012, the Durham Planning Board will Public Hearing on a proposed amendment to Site Plan Review Regulations regarding a new section 9.04 - Public Safety Amplification System Required in Facilities, proposed by the Durham Fire Department. 

 

The Board will also hold discussion on a proposed amendment to Site Plan Review Regulations to create a new section - Architectural Design Standards, that would apply to all nonresidential and multifamily development within the five Core Commercial Zoning Districts.

Other items on the Planning Board agenda include the Planner’s Report; Amendment to conditions of approved 2-lot subdivision for Malcolm L. DURHAM PUBLIC LIBRARY CONSTRUCTION UPDATE    

By the end of week three, interior and exterior demolition of 49 Madbury Road is nearly complete.  In construction, it is frequently necessary to selectively tear apart in order to improve. Care has been taken to remove only what was absolutely necessary to accommodate the new library functions.

 

The site contractor is continuing the rough grading of the site, “rough grading” meaning the first pass with large equipment prior to finish grading and the fine tuning of the site work.  The parking lot is approximately 80% roughed out and toward the end of next week excavation should begin for the new concrete footing and foundation work!

 

WATER LINE REPLACEMENT ON MCDANIEL DRIVE

UNH Facilities will be replacing an old water line with a new 12’ water main on McDaniel Drive from Evergreen to Mill Road. The water line is proximate to the center line of the road; the most productive way to install this water line is to temporarily close the road and detour traffic down Mitchell to Academic to Mill Road. Logistically it sounds fairly simple as long at the route is well marked and signed, to include using a message board (provided by UPD) to notify traffic at C Lot that McDaniel is closed. UNH Police Chief Paul Dean has tentatively approved this plan. The contractor, T&S Construction, will proved traffic control at the intersection of McDaniel Drive and Mitchell Road. DURHAM AGRICULTURAL COMMISSION TO DISCUSS THE KEEPING OF CHICKENS, DUCKS, AND OTHER FOWL

The Durham Agricultural Commission is dedicating its August 13th meeting to a public discussion on the keeping of chickens, ducks, and other fowl. The meeting will be held in the Council chambers at Town Hall beginning at 7:00 PM. VACATIONS IN THE TOWN ADMINISTRATOR'S OFFICE

Due to vacation schedules, the Town Administrator's Office will be closed the week of August 20th. During that week, Business Manager Gail Jablonski will serve as Acting Town Administrator.

 

Over the past nine years, Raymond Sr. was a constant presence at the Town's Transfer Station and Recycling Center. He was always ready to greet residents with his infectious smile and good nature. The Durham Town Council is seeking interested residents of the Town of Durham who have the ability, desire, and time needed to fill a number of vacancies on various Town boards, commissions, and committees.

  

Citizens interested in board appointments should contact the Town Administrator’s office at 868-5571 and ask for a board application form, or stop in at the Town Clerk’s office located on the first floor of the Town Hall, 15 Newmarket Road, and complete an application. Applications may also be obtained from the Town web site at www.ci.durham.nh.us. HOUSEHOLD HAZARDOUS WASTE DAY – SEPT. 22nd

The 2012 Household Hazardous Waste Day will be held on September 22nd at the Department of Public Works facility located at 100 Stone Quarry Drive.  As in the past, all hazardous waste will be collected by appointment only.  To register, you must call the Department of Public Works at 868-5578 or e-mail publicworks@ci.durham.nh.us

 

Please remember -- The maximum collected per household is five gallons.  LATEX AND OIL BASED PAINTS , MOTOR OIL, AND ANTI-FREEZE ARE NOT ACCEPTED AT HAZARDOUS WASTE DAY!  These items can be brought up to the Transfer Station with your permit throughout the year. 

Latex paints must be dried out first, motor oil, anti-freeze and oil based paints can go up as is. 

 

Typically, hazardous waste is categorized as toxic, ignitable, corrosive, reactive, or otherwise hazardous. Please check the manufacturer’s label.  For more information, click HERE.

Morning Lessons:

Morning lessons are offered in a one-week format for pre-school and level 1-4 students beginning the week of June 25th. Classes are 35 min. in length and meet Monday - Thursday (4 classes) at a cost of $45.  Friday mornings are used for cancellation make-up if necessary.  Make-ups will be held at the outdoor pool. Lessons meet 11:15 - 11:50 am and cost $45. per child per session.

Parent/Child lessons are offered to families with children 6 mos. - 3 years of age. The lessons are 25 min. in length and meet Tuesday & Thursdays for 3-weeks (6 classes) at a cost of $55.  Fridays are used for cancellation make-up if necessary. Lessons are designed to teach basic water skills and building blocks to both parents and children.  A parent or adult 18 years or older must be present with the child in the water for each of these lessons and we strongly encourage consistency for the child.  Lessons meet 11:15 - 11:40 am OR 5:15 - 5:40 pm and cost $55. per child per session.

Private Swim Lesson

Youth and adult private swim lessons are available as individual lessons ($25), block of four ($85) or block of eight ($150). Semi-private lessons are offered for an extra $20 per block of lessons.  There can be no more than 2 participants in a semi-private lesson. Lessons are 30 min. in length and are scheduled directly with an instructor once assigned.  Registration will be available online this summer.

Registration for all classes will be done online.
Registration for group lessons will close when the maximum number of of participants is reached or at 1 pm the Friday before the session is scheduled to begin.  A waiting list will be created if necessary.  Registration for private lessons is ongoing but larger blocks of lessons are discouraged from being purchased after the first full week of August. Payment is required at the time of registration & refunds will not be issued. 

 

** Lessons will be held at the outdoor facility rain or shine. In the event that heavy rain, lightning, or thunder cancel lessons, the reschedule day will be Friday at the same time or moved to Swasey Indoor Pool in the Field House.**

GARRISON ROAD CLOSURE

UNH will be closing Garrison Road to through traffic starting next Tuesday of next week.  They have provided a detour map which can be viewed by clicking HERE.

 

TEDESCHI PARKING LOT

The Tedeschi parking lot will be closed to all traffic on Wednesday, August 8th in order to repave the parking lot and re-stripe.  The Town will be offering free parking in all parking areas downtown, time restraints will still be in effect.

PUBLIC HEARING on a proposed Development Program and Financing Plan for the establishment of the Downtown Tax Increment Financing (TIF) District pursuant to Revised Statutes Annotated (RSA) 162-K:5 to fund improvements that enhance the economic vitality of the downtown area by creating new or improved infrastructure including, but not limited to:  roads, traffic patterns, utilities, water distribution, sewer, stormwater management parking, pedestrian ways, lighting, sidewalks and urban amenities necessary to retain, attract and advance desirable mixed use development and private investment in the downtown /central business district of the Town of Durham. UNH DEPARTMENT OF KINESIOLOGY SEEKING VOLUNTEERS TO CONDUCT A STUDY

The University of New Hampshire Department of Kinesiology is seeking female volunteers between the ages of 18-30 and 65-80 years old for a study investigating muscle strength and neural function following a bout of  resistance exercise on the legs. To participate you must not be suffering from any orthopedic limitations or have any neuromuscular disorders. You also cannot have a personal or family history of blood clots or clotting disorders and must not be taking hormone replacement therapy or contraceptives. You should not be currently participating in a resistance training program. Participation requires 4 visits to our laboratory at the University of New Hampshire and each visit last 1-2 hours.  You will gain information regarding your muscle strength and body composition. Parks & Recreation would like to thank The Mink Hills Band for making the Music By the Bay in July a great success! A big thanks to the Department of Public Works for maintaining Wagon Hill Farm and for providing such a beautiful landscape by the bay. Much appreciation to the Land Stewardship Committee, in particular, Malin Clyde & Dave Howland for the informative Guided Walk. Also, a thank you to Jem Electric for use of their generator, and to Mark & Mike for lugging it around.

Preschool Storytimes begin Tues., Sept. 4th and Thurs., Sept. 6th, 10:30 a.m. - All are welcome to enjoy stories, songs, fingerplays, feltboard and a craft.
Beginning Sept. 1st, Join the Patch Program, our reading incentive program for children aged 2-12 years. Children earn patches for minutes read or being read to as well as a Durham Library book bag. If new to the program, stop by and register.  Thanks to the Friends of the Durham Public Library for their continued support of this program.  We have new patches!
Registration for Tales for Tails will begin Sept. 1st. Have a young reader who could use some non-judgmental encouragement for reading aloud? A Delta Therapy dog is waiting for your child. Sign up in September for a session.

New Hampshire Stories and Songs, Weds. Sept. 12th, 6:30 p.m. - Join us for a night of New Hampshire Songs and Stories!  Don Watson is a singer/songwriter from Gilford, NH, who’s music has been compared to John Denver, Jim Croce and Dan Fogelberg. His songs are upbeat, inspiring and easy on the ears. Don's newest project "Welcome Home New Hampshire" is a collection of songs based on people, places and events of the granite state. Don partnered with Steve Redic, a poet and historian from Candia, NH in the writing of these songs.
Ecotourism in Costa Rica, Tues. Sept. 18th, 6:30 p.m. - Feel like visiting the luscious country of Costa Rica, and perhaps doing some good while
you're at it? Let the music of the rainforest soothe you while you learn about this beautiful country and the eco-tourism volunteer opportunities there. Joan Schaeffer will discuss the ecotourism industry of Costa Rica, focusing on three of the major national parks there, each distinct in location, environment, and flora and fauna. Learn about all the opportunities that eco-travelers can engage in while experiencing an astounding trip to Costa Rica.
