Scenes such as this pumpkin patch somewhere in New Hampshire were all throughout New England around this time last year when on October 29th a Halloween Nor'Easter flew in on its broomstick dumping copious amounts of heavy wet snow and causing widespread power outages in the Seacoast area.The storm rated as PSNH's third largest outage in history, following the December 2008 Ice Storm and February 2010 Wind Storm.

 

Another Halloween storm, Hurricane Sandy or "Frankenstorm" as it is being referred to by some, will be heading up the east coast and hitting land sometime Monday evening.

In anticipation of the impending storm scheduled to arrive the first of next week, Trick-or-Treating in the Towns of Durham, Lee, and Madbury has been RESCHEDULED TO SUNDAY, OCTOBER 28TH FROM 5-7:00 PM.

DURHAM’S STORM PREPARATIONS & THE LATEST ON HURRICANE SANDY

Durham’s Public Works Department, Police Department, and Fire Department are actively in the process of preparing for the arrival of Hurricane Sandy in New England.

 

To this end, catch basins are being cleared, vehicles are fueled up, emergency generators have been checked over, barricades and signs are ready, and emergency service crews are on call. 

 

As noted elsewhere in this week’s “Friday Updates,” we have postponed Monday’s special forum on the Town Office design and moved Trick-or-Treating to Sunday evening, 10/28, to preempt the storm. 

 

Durham and UNH officials have been in close contact preparing for the weather system, as have Durham and Oyster River Cooperative School District staff members.

 

Durham will active its "unified command" on Monday during the day at the Fire Department to ensure that fire, public works, and police personnel are all working closely together to most efficiently respond to problems that might arise.  

 

Dry weather and no hazard conditions are expected across the region on Saturday and Saturday night. 

 

Scattered light rain showers will be possible across the region on Sunday and Sunday night.  No hazard conditions are expected for most.  

 

The forecast from here becomes much more difficult. Hurricane Sandy will join forces with a cold front to create a major impact coastal storm beginning Monday morning and lasting through at least early next week.

 

Widespread damaging winds and heavy rain are possible over an extended period of time. The Seacoast of NH should see sustained winds of 20-45 mph, with gusts of 45-60 mph.  The strongest winds should be Monday and into Tuesday.

 

POSTPONED - PUBLIC FORUM ON PROPOSED TOWN HALL SITE AT 8 NEWMARKET ROAD

In anticipation of the impending storm scheduled to arrive the first of next week, the  public forum scheduled for Monday evening, October 29th relative to draft development plans for the 8 Newmarket Road site as the future location for the Town Hall has been POSTPONED TO A FUTURE DATE that will be published in upcoming "Friday Updates" and posted on the Town's web site.

 

PUBLIC WORKS CREWS CLEANING CATCH BASINS

As mentioned above, Department of Public Works crews will be cleaning catch basins today and Monday in anticipation of heavy rains from Hurricane Sandy.

 

Residents are encouraged to clean out leaves and other debris from their culverts and catch basins (street drains) around their homes and neighborhoods in order to prevent drainage problems and limit surface flooding.

 

HOW TO CALL PSNH OR THE NH ELECTRIC COOP

Call PSNH daily to report a power outage at 1-800-662-7764.  Do not assume PSNH knows you do not have power!  During these storm events, PSNH works to reenergize areas of town neighborhood by neighborhood but they do not always know individual service lines to homes are down.  If an individual service is down, but a neighborhood has been “restored”, PSNH will not know you still do not have power – unless you let them know.  So call PSNH and don’t be shy.

COMCAST CONTACT INFORMATION

If your are have power but your internet, phone, or television service provided by Comcast is not operational, please contact Comcast directly toll free at 1-888-633-4266.  If PSNH lines are down and intertwined with Comcast lines, Comcast must wait for PSNH to repair them before it can restore cable service. 

 

PORTABLE GENERATOR SAFETY INFORMATION

Hurrican Sandy is moving steadily toward the Northeast and to this we would recommend that residents fuel up and test their generators in case we lose power in Durham. 

 

Portable generators should be placed 10 feet from any structure, with the exhaust facing away from the building openings. Deadly exhaust fumes can enter the building through any opening resulting in severe injury or death to unsuspecting occupants.

 

Never place portable generators on or near combustible surfaces such as decks, porches, or tool sheds. Heat generated by the motor, or improper refueling methods can start a fire.


Never run portable generators inside any building, including basement areas and garages. Deadly levels of carbon monoxide can build up in minutes injuring occupants with little to no warning.


Allow plenty of time to cool the generator before refueling. Gasoline vapors can easily ignite from hot surfaces causing a flash fire and severe injuries.

Always store approved gasoline containers a safe distance from generators while in service.

 

BE SURE TO CHECK IN ON NEIGHBORS WHO MAY NEED ASSISTANCE
Please take the time to touch base with your neighbors and/or friends within the community, particularly those who may need assistance, to ensure they are alright if there is a power outage.   If you know of someone who the Police or Fire Department should check in on as part of a wellness check, please call 868-2324.

 

BE SURE TO HAVE ENOUGH FOOD AND WATER AVAILABLE AT HOME FOR 24 - 48 HOURS

Residents are encouraged to stock up on food and water for use during an extended power outage or if roadways become impassible due to flooding or storm-related damage.

If you need assistance, do not hesitate to contact the Durham Police Department at 603-868-2324.  In an emergency situation, please call 911.

Each year, we wrestle with the decision of what will be placed on the cover of the Town Report. If residents have a photograph or photographs that they think might be suitable for the Town Report, we would appreciate receiving them. If you are out-and-about and find a scenic or landmark area of Durham to photograph that you feel might make an attractive cover, we would like to hear from you. There may still be enough color left to capture something awesome! We prefer to receive digital (jpeg) files, which can be emailed to Jennie Berry at jberry@ci.durham.nh.us. In order for photographs to work on the Town Report cover, they must be taken as vertical photographs (not horizontal) and the camera should be set at its highest resolution. Also, please do not alter the size of the photograph once it is taken o
r compress it when emailing it.

In addition to the Town Report cover, we also need photographs for the weekly “Friday Updates” and DCAT bulletin board. Photographs of scenery, events, historic moments, etc. are welcome--whether they are from 2012 or 1912. As mentioned above, we prefer to receive digital (jpeg) files if possible. Photographs (originals) may also be dropped off at the Town Administrator’s office during regular hours, 8:00 AM-5:00 PM, Monday through Friday which will be scanned and returned to the owner once they are used. Let us know if you would like to be credited for your photograph, and if so, how you would like the credit to be worded.


 

UNH CAMPUS MASTER PLAN UPDATE

The Campus Master Plan has benefited greatly from active community participation including over 800 attendees at spring and fall public forums. Over the summer, the UNH Campus Master Plan Update team met frequently with the Steering Committee - continuing the evolution of the final document with expanded scope beyond the initial detail on the Center for the Arts, public-private ventures and graduate and family housing. Summer work focused on reviewing space utilization, forging alignment with the 2010 Academic Plan and developing strategies to ensure the institution's flexibility in adjusting to multiple scenarios of changing campus demands and resources.

 

On  Thursday, October 18, over 75 people joined the Campus Master Plan team in Huddleston Hall for a presentation of the final draft of the plan and follow up discussion.

GENERAL ELECTION - TUESDAY, NOVEMBER 6, 2012

The General Election will be held on Tuesday, November 6, 2012 at the Oyster River High School. Polling hours are 7AM to 7PM.

 

A reminder to persons who have volunteered to work the General Election that they are to be sworn in by the Town Clerk's office before the day of the election.

 

There will be a training session for Ballot Clerks on Wednesday, October 31, 2012 in the Council chambers at the Durham Town Hall.

Durham Firefighter Peter Leavitt stands with son Nathan, daughter Julia, and the Leavitt's special CHaD Buddy, Bella Walley of Epping.  Bella is one of thousands of kids being helped by CHaD. I was fortunate to meet her and her parents at this event, and the girls became fast friends!

 

DURHAM FIREFIGHTER PARTICIPATES IN CHARITY BASEBALL EVENT FOR CHaD

This fall, Durham Firefighter Peter Leavitt participated in a charity event, the Children's Hospital at Dartmouth (CHaD) Battle of the Badges Baseball game held at the home of the New Hampshire Fishercats. Through generous donations from Durham businesses as well as individual donations, FF Leavitt personally raised $1,380. The event totaled $57,843 to help the children of CHaD. The Firefighter team took this year's game with an 8 to 4 victory, although Team Police edged out Team Firefighter with total donations.

Another great bus option available to residents is Wildcat Transit which has routes that service Dover, Newmarket, Newington, and Portsmouth. All routes are open to the public, but these have a fare of $1.50 per ride. However, children under the age of 5 ride free, and passengers over the age of 65, or passengers with disabilities displaying a valid Medicare card, pay half. DURHAM PUBLIC LIBRARY CONSTRUCTION UPDATE

Fall is a great time of year and, when the weather cooperates, you can get a lot done.  Such was the case this past week at the new library site.  Fencing was installed along the north property line (good fences making for good neighbors as we all know).  More gravel fill was transported in and compacted for the driveway and parking lot.  On Wednesday, a particularly clear and sunny day (high 50 degrees), the base course of asphalt for the driveway and parking lot was installed.  This 2” layer of asphalt is called the binder course.  When the project is nearly complete, the final 1” of asphalt will be laid down.  This layer is called the wearing course.  Between now and then, the binder course will allow us to get through the winter with a “plowable” surface to park construction vehicles and store materials.


Additional work included more structural steel erection and framing of the exterior walls.  The water main to the building was turned on and tested so we now have a source of water on site.  Finally, Durham’s Public Works crew assisted with excavation work for the concrete base for the new road-side library sign.  A very productive week!

CONSERVATION CORNER: AN ENDANGERED SPECIES IN DURHAM'S BACKYARD

Despite the New England Cottontail rabbit's reputation for prolific breeding, it is being considered for federal protection under the Endangered Species Act, and is currently listed as a state-endangered species in New Hampshire. In NH today, only a few remnant populations exist in a handful of towns in the Seacoast and Merrimack Valley. Why are there so few? The primary cause is loss of suitable habitat. A multi-state effort is underway to recover the New England cottontail. Durham is one of only seven NH towns to fall almost entirely within a "conservation focus area." This puts the town in a unique position to help save the rabbit—by conserving land, such as the Sprucewood Forest property and by creating shrubland habitat on Town-owned lands. We are pleased to announce the birth of baby Jillian Ann Vincent, born 10/22/12, at 4:05 AM to parents Luke and Annie Vincent. Jillian weighed in at 7 lbs. 15 oz., and measured 20" long. Congratulations Luke, Annie, and big sister Reagan!

OCTOBER 15TH DURHAM FIRE DEPARTMENT PUBLIC WORK SESSION ON PROPOSED FIRE STATION AVAILABLE ON DCAT ON DEMAND

On Monday, October 15, 2012, the Durham Fire Department held a public work session in the Town Council Chambers at Town Hall. The purpose of the work session was to talk about the specific needs of a proposed new fire station. Architect Lynn Reda presented the proposed floor plan and space needs. FLOOR HOCKEY FUNDRAISER

Last weekend, the Durham Professional Municipal Managers Association and hosted the First Annual Floor Hockey Tournament fundraiser for the Sexual Harassment and Rape Prevention Program (SHARPP) at the UNH Hamel Recreation Center. The double elimination tournament attracted teams from UNH and the Town to help raise over $550.00 for the AmeriCorps Victim Assistance Program.

 

Participating teams included; the Dental Offices of Drs. Dugas, Bragdon and Rutter (Dentally Insane), SHARPP (The Spoilers), UNH Resident Advisors (Material Squirrels), The Great Bay Rip Tides Hockey Team (Q-Tips), PKE Fraternity, Lambda Chi Alpha Fraternity, Sigma Chi Fraternity and both the UNH and Durham Police Departments. Volunteers from the Durham Fire Department, Durham Police Department and SHARPP assisted with the event. Sigma Chi Fraternity made it through the tournament undefeated and was presented with the first place trophy.

 

A special thanks to David Leach and the staff at the Hamel Recreation Center, Sara Pope, Coordinator of Greek Life at UNH, the SHARPP advocates and members of the Durham Fire and Durham Police Departments and all of the teams that participated in this inaugural event.

As the election draws near, Durham residents will have the opportunity to watch a debate between Republican Congressman Frank Guinta and Democrat challenger Former Congresswoman Carol Shea-Porter. This one-hour debate, held on October 9, 2012 at the WBIN-TV studio, was sponsored by AARP-NH. Charlie Sherman serves as moderator; questions come from a panel of journalists from WBIN-TV, The Portsmouth Herald, and The Concord Monitor.

LAMPREY RIVER MANAGEMENT PLAN (DRAFT) MEETING, - TUESDAY, OCTOBER 30

The New Hampshire Department of Environmental Services (DES) has scheduled a public meeting on the draft Lamprey Water Management Plan. 

 

The DES press release notes that "The purpose of the meeting is to provide the public with the opportunity to ask questions and to engage in an  open discussion of the plan as it relates to Pawtuckaway Lake’s water quality, water quantity and ecosystem, as well as recreational and other human uses and values of the lake."


The public meeting will be held at Nottingham Town Hall, 139 Stage Road (Route 152) in Nottingham, NH on Tuesday, October 30, 2012 from 6:30 pm to 8:30 pm. Check the DES home page and calendar for possible changes due to the anticipated storm.


According to an article in the Union Leader, "State hydrogeologist Wayne Ives said members of DES’s Watershed Management Bureau, staff from the University of New Hampshire and members of Pawtuckaway Lake Improvement Association (PLIA) plan to attend the meetings." TOWN COUNCIL TO CONSIDER SPRUCEWOOD FOREST CONSERVATION PROJECT

At the Town Council meeting scheduled for Monday, November 5, 2012, 7:00 PM in the Council chambers at Town Hall, the Town Council hold a public hearing on a request by the Conservation Commission asking the Town to accept fee title to the property known as Sprucewood Forest. The property abuts the UNH College Woods and includes over a mile of Oyster River frontage. If the proposal is approved, the Town would own the property subject to an easement held by the U.S. Natural Resources Conservation Service (NRCS).

 

Efforts to protect this 176-acre combination of woodlands and open fields began more than three years ago. During the intervening time, the Conservation Commission has worked in partnership with The Trust for Public Land (TPL). The Commission has ranked this project as its highest priority for the past few years, primarily for the protection afforded to two public water sources, both current (Oyster River) and future (Spruce Hole aquifer). On October 3, 2012, it voted unanimously to support the purchase of the property with $375,000 from the Conservation Fund.

 

NRCS is enthusiastic about the site's potential for providing habitat for the threatened New England cottontail rabbit. NRCS would provide majority funding for the project and become responsible for all costs related to the cottontail habitat restoration and to monitoring the easement.

 

Public access would include low-impact recreational uses, such as birding, fishing, hiking, and cross-country skiing. The property provides easy access from an abandoned forest road and affords significant opportunity for trails on the property itself and as part of a network of trails on nearby properties.

The Nutcracker is Coming to Durham! Saturday, December 8, 2012, 2-7:00 PM, Oyster River High School auditorium. 13 Oyster River students will join the Northeastern Ballet's professional cast for this year's performance. FRIENDS OF DURHAM PUBLIC LIBRARY FALL BOOK SALE

The Friends of the Durham Public Library Fall Book Sale kicks off at the Durham Public Library on Thursday, November 1st, from 6pm to 7pm with an Early Bird Preview--admission to this special one hour event is $10 for best selection!

 

The sale opens to everyone from 7pm to 8:30pm Thursday evening. The sale will continue on Friday, November 2nd, from 10am to 5pm and on Saturday, November 3rd, from 10am to 2pm.

 

Come browse quality books and a great selection! Pick up your winter reads while supporting the Durham Public Library. All proceeds from the Friends Fall Book Sale support Library programs.

Preschool Storytimes, Tues. Oct. 30th and Thurs., Nov. 1st, 10:30 a.m. – This week:  Halloween/Silly Stories!  All are welcome to enjoy stories, songs, fingerplays, feltboard and a craft.

Friends Book Discussion with Jennifer Lee, Weds. Oct. 31st, 10:30 a.m. - Please don't miss the Friends' Last Book Discussion for 2012: the short story "Bella-Vista" in the Collected Works of Colette.  Your book awaits.
Pajama Storytime, Weds. Oct. 31st, 6:30 p.m. - Join ORPP and the Durham Library for our monthly Pajama Storytime. This month: Halloween! Come and hear Halloween stories, make a craft and have a snack. Wear your costumes and trick or treat at the library. We read stories, do fingerplays, songs, feltboard and make a craft. ORPP supplies a snack. All are welcome.

Nov. 6th, 6:00-7:00 p.m. - Join us for this 2nd-4th grade book group.  This month's books are "Who Stole Halloween?" by Martha Freeman  and/or "Benjamin Franklinstein Lives!" by Larry David Tuxbury.  You can also read a Mystery of your choice.  We will discuss books, play some games and make a craft.  We will also solve some mysteries at the library.  Books are available at the library.  All are welcome.

Young Adult Writing Blog Group, Tues. Nov. 6th, 7:00-7:45 p.m. - Like to write?  Join this writing group for Young Adults (10 & up).  We do writing exercises and talk about your writing.  We post your writing on our blog "Write Away".  All are welcome.

Technical Share Series:  Presentations & Reports – Best Practices, Weds. Nov. 7th, 6:30 p.m. - As a continuation to last season's "Technical Share" series, David Sietz will be sharing his expertise and knowledge on the topic of creating presentations and reports. Utilizing over 12 years’ experience in both Information Technology and Data Management & Analysis, this 90 minute seminar will be a comprehensive overview - including: Definitions, Considerations, Thoughtful Flows, Chart Types, and a Q&A period.

Special Storytime with Dancers from UNH’s “Secret Garden” Performance, Thurs. Nov. 8th, 10:30 a.m. - Join us for this special storytime held in conjunction with UNH's performance of  "The Secret Garden".  We will read stories about dance/music, make a craft and have a special visitor from the performance!  Don't miss it and all are welcome!

Join the Patch Program, our reading incentive program for children aged 2-12 years. Children earn patches for minutes read or being read to as well as a Durham Library book bag. If new to the program, stop by and register.  Thanks to the Friends of the Durham Public Library for their continued support of this program.  We have new patches!
