Bylaws

On June 3, 2013, the Durham Town Council, adopted Resolution #2013-14 supporting the equality of all individuals to obtain employment, access to all places of public accommodation, and to obtain housing, without regard to actual or perceived sexual orientation, gender identity, or gender expression and establishing a Human Rights Commission consisting of the Council chair, Administrator, and Business Manager. The Administrator will serve as the designated liaison between the Town and the LGBT community.

On October 2, 2017, the Town Council approved Resolution #2017-26 amending Resolution #2013-14 to increase membership on the Human Rights Commission from three (3) to five (5).  At the January 9, 2023 Town Council meeting the Human Rights Commission requested to increase the number of members from five (5) to seven (7) by adding two additional citizens who are residents of Durham.  On February 6, 2023 the Town Council voted to adopt Resolution #2023-02 to include those two additional citizen members and to create alternating 3-year terms for citizen members.

On January 19, 2024 the HRC voted to amend the by-laws in order to update its purpose statement.  On November 4, 2024 the Town Council approved Resolution #2024-24 amending Resolution #2013-14 to change the composition of the Human Rights Commission membership.

The Administrator will serve as the designated liaison between the Town and the LGBTQ community.
