Request for Proposal - Code Enforcement and Building Permitting Software

REQUEST FOR PROPOSAL
The Town of Durham Department of Building Code Enforcement and is requesting proposals from qualified contractors for Code Enforcement and Building Permitting software.
Bids must be submitted in sealed envelopes no later than 1 PM on Friday January 31, 2020 to the Durham Building Department, 8 Newmarket Road, Durham, NH 03824. Proposals submitted after this time will not be accepted.
Applicants must meet the following requirements with regards to software:
- Software will be provided to the Town via the Internet as a Software-as-a-Service (SaaS).
- Software will be functional in all browsers used by more than 5% of North American Internet users (i.e. Chrome and Safari as of January 2020).
- Software will be functional on Android and iPad tablets.
- Software will be capable of leveraging GPS information available on Android and iPad tablets.
- Software must be able to import ESRI shapefiles or file geodatabases made available from the Town and/or State GIS sources.
- Software must be able to export data to shapefile or file geodatabase format. This export function should be available to Town staff 24/7/365
Applicants must meet the following requirements with regards to experience:
- Vendor should have more than 15 years of experience with GPS mapping of public works assets, including water, sewer, and stormwater assets.
- Vendor must be able to provide tablet recommendations/specs for the Town's use for tablet purchases.
- Vendor must have more than 15 years of experience with municipal GIS programs, including needs assessments, implementation projects, and GPS programs.
- Company must have more than 15 years of experience as a SaaS provider of the proposed mapping and data management platforms.
- Company must have provided SaaS services to more than 50 communities.
- Company must have been in the business of providing such services for a minimum of 15 years.
Additional consideration will be given for:
- Software platforms that can be extended to all departments in the Town for their use.
- Software platforms that include optional professional suites of tools for permit management and other municipal operations.
- Vendors with extensive experience with stormwater management tools and familiarity with MS4 permitting.
- Vendors with extensive experience with pavement management tools.
- Vendor teams that can provide all the tools specified herein from a single company.
