ADVERTISEMENT FOR BIDS

Separate sealed BIDS for the construction of the Grit System Upgrade will include, but not be
limited to, a new submerged grit screw and coarse bubble aeration system in the grit chamber, two
new aeration blowers, a new submersible grit pump, a new grit classifier, select heating and
ventilation upgrades, and other miscellaneous work
will be received by the Town of Durham, New Hampshire
at the office of Dept. of Public Works, 100 Stone Quarry Drive, Durham, NH 03824
until 2:00 PM , Local Time April 24, 2019 and
then at said office publicly opened and read aloud.
1. Completion time for the project will be calculated as calendar days from the date specified in
the “Notice to Proceed” as follows:
365 calendar days for substantial completion.
410 calendar days for final completion.
Liquidated damages will be in the amount of $ 1,500 for each calendar day of delay
from the date established for substantial completion, and $ 1,500 for each calendar
day of delay from the date established for final completion.
2. Each General Bid shall be accompanied by a Bid Security in the amount of 5% of the Total
Bid Price.
3. The successful Bidder must furnish 100% Performance and Payment Bonds and will be
required to execute the Contract Agreement within 10 days following notification of the
acceptance of his Bid.
4. Any contract or contracts awarded under this Advertisement for Bids are expected to be
funded in whole or in part by: A loan from the NH CWSRF
5. The successful Bidder on this work is required to comply with the President's Executive Order
No. 11246 entitled "Equal Employment Opportunity" as amended by Executive Order 11375,
and amendments or supplements thereto, and as supplemented in Department of Labor
Regulations (41 CFR Part 60). The requirements for bidders and contractors under this order
are explained in the Information for Bidders.

6. Utilization of Minority and Women's Business Enterprises (MBEs and WBEs): The
successful Bidder on this work must demonstrate compliance with the U.S. Environmental
Protection Agency's MBE/WBE policy in order to be deemed a responsible bidder. The
requirements for bidders and contractors covered by this policy are explained in the
Information for Bidders.
7. The successful Bidder on this work is subject to U.S. Department of Labor's Davis Bacon
wage provisions.
8. The successful bidder on this work is subject to the "American Iron and Steel (AIS)"
requirements of the CWSRF and DWSRF programs.
9. No Bidder may withdraw a Bid within 60 days after the actual date of opening thereof.
10. There will be a non-mandatory Pre-Bid Conference on April 9, 2019 at 11:00 AM (local time)
held at the Wastewater Treatment Facility, which is located at 50 Piscataqua Road, Durham,
New Hampshire 03824.
11. The Issuing Office for the Bidding Documents is Wright-Pierce. Prospective Bidders may
examine the Bidding Documents at the following locations:

C. Dodge Data and Analytics/Dodge Reports (http://construction.com).
Bidding Documents may be obtained in PDF format on-line at https://www.wright-pierce.com/projects/. Interested parties will be furnished one PDF download set of
Bidding Documents at a cost of $50.00 per download. No paper sets will be distributed by the
Issuing Office.
To be considered a responsive Bidder, the Contractor shall have obtained at least one set of
Bidding Documents from the Issuing Office. The Bid will not be awarded to a Bidder unless a
record for obtaining at least one set of Bidding Documents exists in the Issuing Office. To
meet this requirement and to establish the record of receipt, a prospective Bidder must obtain
Bidding Documents using the name that is to appear on the Bid Form.
